The officers are alleged to have sounded their vehicle’s sirens, which led Randolph Waddy to reasonably believe they were making a traffic stop. According to local ordinances, the officers are not allowed to make traffic stops.

Waddy, suspecting he was either being pulled over or in an attempt to get out of the way, hit the rear of a parked car. The two officers allegedly fled the scene and did not stop to check on Waddy, who later died.
